Azerbaijan residence permit
Obtaining a residence permit in Azerbaijan provides foreigners with the opportunity to legally live in the country and benefit from long-term stability. It also allows family members to receive residence permits, ensuring they can stay together. In addition, holders of a residence permit can easily open personal bank accounts with Azerbaijani banks. Azerbaijan temporary residence permit
Foreigners and stateless persons should submit the following documents for obtaining (extending) permit for temporary residence in the territory of the Republic of Azerbaijan:
- Application form sample of which approved by the Cabinet of Ministers of the Republic of Azerbaijan;
- Copy of the passport or other border crossing document (validity period of passport or other border crossing document should be more than 3 months of the expiry date of the temporary residence permit to be issued);
- Notarized copy of the birth certificate or other document equal to it (for persons without a passport who are under the age of 18);
- Notarized or equally certified document confirming existence of cases justifying issuance of temporary residence permit;
- Notarized consent letter of the family member or close relative envisaged by the Articles 45.1.1 (In case they are in close relationship with a citizen of the Republic of Azerbaijan) and 45.1.5 (In case they are family members of foreigners or stateless persons temporarily or permanently residing in the territory of the Republic of Azerbaijan) of the Migration Code of the Republic of Azerbaijan with regard to issuance of a permit for temporary residence to foreigners and stateless persons under cases indicated in those Articles;

- Reference certifying that the person is not carrier of a virus of any disease included in the list of dangerous infectious (Human immunodeficiency virus infection and hepatitis B and C) diseases approved by the relevant executive authority;
- Copy of the document authorizing to temporarily stay or reside in the territory of the Republic of Azerbaijan;
- Justified application by an authority, enterprise or organization inviting (to the Republic of Azerbaijan) foreigners and stateless persons who are highly qualified specialists in the spheres of economy, industry, military, science, culture, sports, etc.;
- Two photos sized 3.5 x 4.5 cm;
- Document of a residential area where the person shall be registered on (extract on the state registration of the property right from state registry of real estate, warrant for accommodation, rent or tenancy agreement or other document set forth in the legislation of the Republic of Azerbaijan);
- Application of the person providing a foreigner or stateless person with a residential area (except the cases when there is a residential area in possession of the foreigner or stateless person);
- Copy of the identity document of the person providing the foreigner or stateless person with a residential area (except the cases when there is a residential area in possession of the foreigner or stateless person);
- Receipt certifying payment of the state fee.
In addition to the Azerbaijan temporary residence permit, foreigners may later qualify for an Azerbaijan permanent residence permit if they meet the legal requirements. Both types of residence permit in Azerbaijan give foreigners and their families the opportunity to live, work, and enjoy long-term stability in the country.
Azerbaijan permanent residence permit
Foreign citizens and stateless persons who have resided temporarily in the Republic of Azerbaijan for at least two years, based on the grounds specified in Articles 45.1.1–45.1.7 of the Migration Code (except for cases where the temporary residence permit was granted due to being a family member of a foreigner or stateless person), as well as in cases outlined in Article 55 of the Migration Code, may be granted permanent residence in the Republic of Azerbaijan under the following conditions:
- If their father, mother, spouse, child, sister, or brother is a citizen of the Republic of Azerbaijan;
- If they invest at least AZN 500,000 into the country’s economy, in accordance with Articles 52.1.3–52.1.5 of the Migration Code;
- If they own real estate in Azerbaijan valued at a minimum of AZN 200,000;
- If they place at least AZN 200,000 in a fixed-term deposit with banks operating in Azerbaijan;
- If they hold government securities with a nominal value of no less than AZN 200,000, or investment securities of legal entities where at least 51% of the shares belong to the state;
- If they are highly qualified specialists in fields such as economy, industry, military, science, culture, or sports;
- If they are considered specialists under Article 64.0.8-1 of the Migration Code, or fall within the category of highly skilled migrants;
- If they are family members of foreigners or stateless persons permanently residing in Azerbaijan;
- If they serve as head or deputy head of a branch or representative office of a foreign legal entity in Azerbaijan;
- If they hold the position of head of a legal entity established in Azerbaijan, with authorized capital not less than the amount set by the Ministry of Economy of Azerbaijan, provided that the founder or at least one of the founders is a foreign legal entity or individual, or they own at least 51% of the shares of that entity;
- If they are engaged in entrepreneurial activities in Azerbaijan, provided that their turnover meets the threshold determined by the Ministry of Economy.
